It comes back to a mindset where people believe writing or communicating don't require any special skills. In this progression, attendees new to policies and procedures communication will learn the basics of policies and procedures. Definitions, lifecycle, and approvals of policies often raise questions. What many people must realize is that the policy and procedure lifecycle also extends beyond the document to include communication and enforcement.
